Inventory of sources of pollution and polluted sites: results and development goals

The goals of the national inventory are to gain understanding of the pollution levels and endangerment degree of ground waters, soils and sediments, the full scale inventory of sources responsible for sustained pollution, the logging of the results in the KÁRINFO-system which operates as a part of FAVI and is connected to the Integrated Environmental Information System, and - on the basis of this information - drawing up the National Remediation Priority List (NKPL).

The assessment of abandoned sources of sustained pollution and contaminated sites is a continuing task, thus the KÁRINFO database is being dynamically and constantly updated, modified and expanded with new information, and a result it always represents the actual data collection level.

As a result of its development the national inventory database can be qualified as follows:

  • it is a clear and online database run by local environmental authorities, the Institute of Environmental Management and users of the Ministry of Environment and Water,
  • it can provide information in the EU and domestically about pollution levels in groundwater, soils and sediments,
  • it can be constantly updated without losing previous records, the system can be developed and expanded.

Stages of development in assessing sources of pollution and contaminated sites:

1995: Inventory of polluted sites of high remediation priority, carried out by the local environmental authorities throughout the country, is completed.

1996: The conception of the National Inventory is finalised. The philosophy of data-list system is formulated, the first version of main data-list types is ready.

1997-1999: Owing to the contributions of more than 30 different organisations nearly 26.000 data-lists are logged into the system (by way of data conversion, from sub-programmes data, etc.)

1999-2002: Updating check-up of the database, filling in missing data, checking validity of data (actuality and reliability of information), removal of overlaps.

Parallel with the database becoming increasingly reliable, data providing activity has become more prominent from 2001 both for domestic and foreign clients. To support this role a guidance has been created which could be a basic document for data providing from other information systems.

Based on the KÁRINFO database the expanded collection of data on different special fields have begun, resulting in major cost and timesavings for users of data. (Inventory of municipal landfills as part of the Landfill project, the identification and decontamination of pesticides residues and wastes, POP-project, in the framework of LIFE III project elaboration of draft system based on inventory of sources and polluted sites allocated in Budapest city).

Main development goals within the KÁRINFO system are:

  • The extension of inventory database by historical investigation of unknown sources of pollution and contaminated sites using aerial and satellite photography, and by the creation of new sub-programmes.
  • Further development of SERP (OKKP) data-lists, adapting them to different phases of remediation (detailed in-site investigations, remediation actions, supplementary control) according to the professional and IT considerations and experience.
  • Finalising of methods necessary for establishing NKPL.
  • Further development of KÁRINFO database with the aim of incorporation to OKIR.
  • Creation of new user interfaces in accordance with new structures and methods.
  • The planning and creation of interactivity between KÁRINFO and property registry.
